The CFTC is no longer representative in LCL. Therefore, it cannot reach an agreement in this undertaking. Apart from these two branch agreements, each employer organization can negotiate several issues (including wages) in its own sub-sector, but its collective agreements are not at odds with inter-professional agreements. Agreements reached at the enterprise level may complement or specify sectoral collective agreements. There are two sectoral collective agreements with several employers that apply at the sectoral level: the national collective agreement in the banking sector and the national collective agreement in financial companies. The first, negotiated by the AFB, was extended to all companies licensed as banks, even if they are not affiliated with the AFB, with the exception of ASF affiliates (governed by the national collective agreement in financial companies). These two sectoral collective agreements determine wages and minimum wages in the sector. According to figures from the Ministry of Labour, Solidarity and the Public Service of the Collective Bargaining Survey, 98.7% of employees in this sector were covered by a sectoral collective agreement in 2007. We can estimate that the coverage rate of agreements is 100% (including negotiations in large companies). According to the AFB Employment Report (the AFB or the French Banking Association/French Banking Association is part of the FBF specialising in social relations), the number of people employed in the sector fell by 0.8% in 2008. Banks recruited some 36,000 people in 2008 and recorded an increase in candidate qualifications. All employees are subject to sectoral collective agreements.

The banking sector in France is very complex. The right to be heard is exercised by the FBF (French Banking Federation), which differs from the AFB. The AFB is responsible for social relations in the commercial banking sector, while the FBF is responsible for public consultation of the entire sector. The right to enter into collective agreements is exercised by employers` organizations and each of them is a sub-sector, so there is no rivalry.
