Before filing an application with NIST, potential NBS are invited to contact NIST through mra@nist.gov to verify the requirements. Applicants who, as part of the application process, demonstrate compliance with the applicable requirements are subject to review by the European Commission for review as NB. Following the emergency notification by the European Commission, NB is subject to ongoing monitoring by NIST to ensure compliance with the requirements. 2. Mexico only recognizes qualified U.S. testing laboratories (domestic treatment) from third parties. Manufacturing laboratories (first parties) are not allowed to apply for recognition under this agreement. (8) The scope of the laboratory`s iso/IEC 17025 must include the applicable technical rules for which a request for recognition is requested. 1. Designating Authority for MRAs. NIST is responsible for the designation of qualified U.S. CABs to our various MRA partners. NIST receives, reviews and processes CAB applications that are recognized by our MRA partners. The regulatory authorities of MRA partners formally recognise CABs for their specific technical rules/standards and/or certification requirements. Recognized U.S. CABs will then be able to assist U.S. manufacturers in their testing and/or certification requirements for certain savings. The agreement provides for mutual recognition of testing laboratories and mutual recognition of the results of tests carried out by these accredited laboratories for the evaluation of the aircraft`s compliance with applicable technical rules.

1. The bilateral agreement only concerns the recognition of test laboratories (and the adoption of test reports). The Mutual Recognition Agreement (MRA) between the United States and the United Kingdom was signed on 14 February 2019. The agreement contains provisions similar to those of the U.S. and EU Telecommunications MRA: the U.S.-Japan Mutual Recognition Agreement (MRA) sets out procedures for mutual acceptance of the results of compliance assessment procedures implemented by certification agencies in the United States and Japan under this agreement (telecommunication terminal equipment and radio equipment). U.S.-EEE- EFTA STATES MRA was signed on October 17, 2005. This agreement includes the European Free Trade Association (EFTA) countries of the European Economic Area (EEA) located in Norway, Iceland and Liechtenstein (hereafter referred to as the EEA-EFTA states).
